The traditional funding model that allows us to invest in our communities is no longer working because it requires patching together funds from property taxes at the municipal level and begging for matched funds from provincial and federal governments. We live in a competitive environment with other cities that move at a lightning pace. While we are waiting for bureaucrats to make funding decisions, we lose our edge by losing opportunities for investment and losing the talent we need to for a thriving business sector.
